В названии фондов архива встречаем такие упоминания "Городецкого (с 16.07.1954 - Старинковского) сельского Совета Ушачского района Витебской (с 20.09.1944 - Полоцкой, с 08.01.1954 - Витебской) области". Это касается близлежащих от Городца деревень Лежни и Сержаны. То есть, до того как быть в составе Жарского сельсовета, Городец не только входил в состав Старинковского сельсовета, но и сам являлся центром одноименного сельсовета.
